Widespread Damage from Poorly Installed Insulation

A government-backed insulation scheme meant to improve energy efficiency has instead left thousands of UK homes suffering from damp and mould. Recent investigations reveal that serious failings at every level led to the botched installation of insulation under the ECO4 and Great British Insulation Schemes.

According to the National Audit Office (NAO), almost 98% of 23,000 homes with external wall insulation since 2022 are likely to develop severe damp issues if not urgently repaired. In some cases, the poor work even posed health and safety risks to homeowners.

Officials Admit “Systemic Failures”

During a parliamentary hearing, Jeremy Pocklington, the top civil servant at the Department for Energy Security and Net Zero, admitted that the department “did not oversee these schemes properly.” He also acknowledged that both his department and Trustmark, the body responsible for quality control, failed to ensure proper installation standards.

Pocklington called the failures “unacceptable”, noting that the department faced added pressure from the aftermath of the Covid-19 pandemic and the Ukraine war’s impact on energy prices.

Lawmakers Demand Accountability

Committee chair Sir Geoffrey Clifton-Brown MP called the findings the “worst” in 12 years, accusing the department of clear negligence. Independent MP Rupert Lowe described the issue as a “systemic failure of government.”

When questioned whether the government would compensate affected homeowners, Pocklington said their priority was to make sure consumer protection systems are in place for current schemes rather than all previous ones.

Billions Spent, Yet Families Suffer

Over the past two decades, the UK government has spent billions of pounds insulating over three million homes under multiple initiatives. However, the recent revelations show that a lack of quality control and oversight has turned a green energy success story into a costly disaster for thousands of families.

What Needs to Change

Experts say this failure highlights the urgent need for:

  • Independent audits before project approvals
  • Strict accountability for contractors and oversight bodies

If these measures are not enforced, future insulation projects could repeat the same mistakes, wasting public funds and endangering residents’ health.
