{"id":246765,"date":"2026-05-21T23:00:10","date_gmt":"2026-05-21T22:00:10","guid":{"rendered":"https:\/\/schoolsweek.co.uk\/?p=246765"},"modified":"2026-05-22T15:56:54","modified_gmt":"2026-05-22T14:56:54","slug":"no-reinspections-despite-new-context-measure-says-ofsted","status":"publish","type":"post","link":"https:\/\/schoolsweek.co.uk\/no-reinspections-despite-new-context-measure-says-ofsted\/","title":{"rendered":"No reinspections despite new context measure, says Ofsted"},"content":{"rendered":"<p>Ofsted has defied calls to reinspect hundreds of schools already visited under its new framework once measures to better understand local context are introduced.<\/p>\n<p>The watchdog announced this week that, from September, as well as comparing a school\u2019s performance to national averages, inspectors will also consider the performance of \u201csimilar schools\u201d.<\/p>\n<p>It follows growing concern among school leaders that Ofsted\u2019s new framework penalises schools with poorer cohorts because of its focus on attainment and use of national averages.<\/p>\n<p>Those concerns deepened when Ofsted acknowledged this week the \u201crelationship\u201d between disadvantage and performance against its \u2018achievement\u2019 judgment.<\/p>\n<p><iframe src=\"https:\/\/datawrapper.dwcdn.net\/DuwZb\/1\/\" height=\"166\" frameborder=\"0\" title=\"School performance against 'achievement' judgment, by FSM rate\" scrolling=\"no\" id=\"datawrapper-chart-DuwZb\" style=\"width: 0; min-width: 100% !important; border: none;\" data-external=\"1\" aria-label=\"Stacked Bars\"><\/iframe><script type=\"text\/javascript\">(function(){function e(){window.addEventListener(`message`,function(e){if(e.data[`datawrapper-height`]!==void 0){var t=document.querySelectorAll(`iframe`);for(var n in e.data[`datawrapper-height`])for(var r=0,i;i=t[r];r++)if(i.contentWindow===e.source){var a=e.data[`datawrapper-height`][n]+`px`;i.style.height=a}}})}e()})();<\/script><\/p>\n<p>Its analysis of more than 900 inspections conducted since November revealed schools with above-average free school meals rates are almost three times as likely as those with below-average levels to be graded \u2018needs attention\u2019 or \u2018urgent improvement\u2019 for achievement.<\/p>\n<p><em>Schools Week<\/em> analysis of further data published by Ofsted on Wednesday suggested a similar pattern for attendance and behaviour \u2013 which also uses national averages to assess school performance.<\/p>\n<p>Almost one-quarter (24 per cent) of schools in the top quintile \u2013 those with highest deprivation \u2013 failed to meet the \u2018expected standard\u2019 for attendance and behaviour. This compared to just 5 per cent of those in the bottom quintile.<\/p>\n<p style=\"font-weight: 400;\"><iframe src=\"https:\/\/datawrapper.dwcdn.net\/FQmlk\/2\/\" height=\"258\" frameborder=\"0\" title=\"Attendance and behaviour grades (%) by IDACI (deprivation) quintile\" scrolling=\"no\" id=\"datawrapper-chart-FQmlk\" style=\"width: 0; min-width: 100% !important; border: none;\" data-external=\"1\" aria-label=\"Stacked Bars\"><\/iframe><\/p>\n<p style=\"font-weight: 400;\"><script type=\"text\/javascript\">(function(){function e(){window.addEventListener(`message`,function(e){if(e.data[`datawrapper-height`]!==void 0){var t=document.querySelectorAll(`iframe`);for(var n in e.data[`datawrapper-height`])for(var r=0,i;i=t[r];r++)if(i.contentWindow===e.source){var a=e.data[`datawrapper-height`][n]+`px`;i.style.height=a}}})}e()})();<\/script><\/p>\n<p>Ofsted has defended its framework, pointing out that 57 per cent of schools with an above-average proportion of FSM eligibility had been graded \u2018expected standard\u2019 or higher for achievement.<\/p>\n<p>The watchdog also said that, as part of the inspection process, inspectors compared the performance of disadvantaged pupils to the national average for the same cohort.<\/p>\n<h2><strong>\u2018Similar schools\u2019 measure<\/strong><\/h2>\n<p>It has now set out plans to add a new \u201csimilar schools\u201d measure to the information that inspectors review, meaning they will take into account the performance of schools in similar contexts from September.<\/p>\n<p>Richard Sheriff, a former academy trust CEO and ASCL council member, welcomed news that the inspectorate has \u201ctaken seriously\u201d concerns he and other leaders have long raised.<\/p>\n<p>But he added: \u201cYou\u2019re already a year into using the inspection framework, and these things should have been done from the start.\u201d<\/p>\n<p>He said he feared for the impact on leaders \u201cadversely affected\u201d who had either already been inspected or are due to be inspected before the similar schools model comes into force.<\/p>\n<p>The new framework \u201cfrom the get-go was fundamentally unfair in how it treated schools serving disadvantaged communities\u201d, he added.<\/p>\n<p>He called on Ofsted to allow a senior HMI to \u201clook again\u201d at these schools. Even if this only led to \u201ca subtle change \u2026 it might be very important for the school,\u201d he said.<\/p>\n<p>Jonny Uttley, another former CEO and visiting fellow at the Centre for Young Lives, said it was \u201cvery clear that the new Ofsted framework has punished schools serving more disadvantaged communities, because the approach to judging achievement has been far too blunt.<\/p>\n<p>\u201cThis is something that Ofsted was warned about long before they began inspecting and it is a shame these warnings were ignored.\u201d<\/p>\n<p>He too questioned what the change means for schools \u201cdowngraded on achievement this year\u201d.<\/p>\n<h2><strong>No reinspections<\/strong><\/h2>\n<p>Despite the calls from leaders, however, Ofsted said schools will not be reinspected.<\/p>\n<p>The watchdog said inspectors \u201cuse national averages cautiously\u201d and already compare the performance of disadvantaged pupils with national averages for disadvantaged pupils. Its analysis suggested inspectors were doing this, it added.<\/p>\n<p>Ofsted plans to update its inspection toolkit in June, for introduction in September.<\/p>\n<p>But a spokesperson said these changes \u201care about clarifying the data we already compare when evaluating achievement. They do not reflect a change to the way we reach our judgments.<\/p>\n<p>\u201cWe will not be revisiting schools that have already been assessed under the new framework, as we are confident the report cards and grades awarded were a fair and accurate evaluation of the school at the point it was inspected.\u201d<\/p>\n<p>Leaders now await details on what the \u201csimilar schools\u201d model will comprise.<\/p>\n<p>The tool, developed by Ofsted and the Department for Education (DfE), is due to launch in September. As well as being available to inspectors, schools will get access to the data so they can compare themselves to similar settings.<\/p>\n<p>It is understood the system will bring together existing data in a new platform, to make it easier for inspectors to compare schools.<\/p>\n<p>The DfE said it will \u201cadd to schools\u2019 and inspectors\u2019 understanding of how schools in similar circumstances tackle shared challenges and create opportunities for their pupils\u201d.<\/p>\n<p>Uttley said he hoped it would help inspectors to better acknowledge \u201cthe extraordinary work so many schools do in serving the most disadvantaged communities\u201d.<\/p>\n<p>And he hopes it will help schools to compare a range of metrics such as suspensions, exclusions, and movements off-roll, to bolster accountability and inclusion.<\/p>\n<h2><strong>Complex school contexts<\/strong><\/h2>\n<p>Sheriff questioned how complex school contexts will be compared. He added that proxy measures of disadvantage \u2013 such as the proportion of pupils eligible for free school meals \u2013 may not always reliably capture the challenges pupils and staff face.<\/p>\n<p>Ofsted\u2019s data shows that, of 294 schools with an above-average proportion of pupils eligible for free school meals \u2013 a proxy measure for disadvantage \u2013 43 per cent fell below the \u2018expected standard\u2019 for achievement.<\/p>\n<p>This compares to 33 per cent of schools with a \u201cclose to average\u201d level of free school meals eligibility, and just 16 per cent of those with below-average eligibility.<\/p>\n<p>To hit the \u2018expected standard\u2019 grade, pupils\u2019 attainment and progress in national tests and exams must be \u201cbroadly in line with national averages\u201d, according to the inspection toolkit used by inspectors.<\/p>\n<p>For the new framework, Ofsted also adopted a \u201csecure fit\u201d model of evaluation to award judgments, meaning each standard within each grade must be met before it can be awarded.<\/p>\n<p>This was a change from the inspectorate\u2019s \u201cbest fit\u201d model under the previous framework, which allowed inspectors to award grades by determining a \u201cbest fit\u201d across a range of standards.<\/p>\n<h2><strong>Not a level playing field<\/strong><\/h2>\n<p>Andy Jordan, inspection and accountability specialist at leaders\u2019 union ASCL, said that \u201cwhile national benchmarks are the default, and the secure fit methodology remains in place, it is not going to be a level playing field\u201d.<\/p>\n<p>Paul Whiteman, general secretary of leaders\u2019 union NAHT, described the introduction of \u201csimilar schools\u201d as \u201cseemingly a tacit admission that the current system is flawed\u201d.<\/p>\n<p>But he said it \u201cseems very unlikely to wholly mitigate the illogical use of national average performance measures\u201d.<\/p>\n<p>He added: \u201cWhat would really make a difference would be a lower-stakes, more supportive system, with narrative judgments which identify a school\u2019s strengths and identify areas for improvement, without the risk of unfair, unreliable graded judgments which may harm the wellbeing of dedicated school leaders and their staff.<\/p>\n<p>\u201cWe need a system which acknowledges the context and communities in which professionals work from the outset, rather than hanging inspection outcomes on performance measures and national averages.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Watchdog defies
