{"id":141237,"date":"2022-03-28T10:00:00","date_gmt":"2022-03-28T09:00:00","guid":{"rendered":"https:\/\/schoolsweek.co.uk\/?p=141237"},"modified":"2022-09-23T17:14:22","modified_gmt":"2022-09-23T16:14:22","slug":"opportunity-for-all-schools-white-paper-all-the-policies","status":"publish","type":"post","link":"https:\/\/schoolsweek.co.uk\/opportunity-for-all-schools-white-paper-all-the-policies\/","title":{"rendered":"&#8216;Opportunity for all&#8217; schools white paper: All the policies"},"content":{"rendered":"<p>The government has today published its <a href=\"https:\/\/assets.publishing.service.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/1063602\/Opportunity_for_all_strong_schools_with_great_teachers_for_your_child__print_version_.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">schools white paper<\/a>, titled &#8220;Opportunity for all: Strong schools with great teachers for your child&#8221;.<\/p>\n<!-- \/wp:post-content -->\n\n<!-- wp:paragraph -->\n<p>Education secretary Nadhim Zahawi said it <a href=\"https:\/\/schoolsweek.co.uk\/council-run-academy-trusts-get-the-green-light-in-schools-white-paper\/\" target=\"_blank\" rel=\"noreferrer noopener\">set out his vision<\/a> to &ldquo;introduce and implement standards that will improve children&rsquo;s education, deliver the right support if they fall behind and give them the tools to lead a happy, fulfilled and successful life&rdquo;. <\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>The SEND review, out tomorrow, will also feed into this.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:image {\"align\":\"right\",\"id\":140348,\"width\":200,\"height\":200,\"sizeSlug\":\"thumbnail\",\"linkDestination\":\"none\"} -->\n<div class=\"wp-block-image\"><figure class=\"alignright size-thumbnail is-resized\"><img decoding=\"async\" src=\"https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2022\/03\/Nadim-Zahawi-inset-800px-400x400.jpg\" alt=\"white paper\" class=\"wp-image-140348\" width=\"200\" height=\"200\" srcset=\"https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2022\/03\/Nadim-Zahawi-inset-800px-400x400.jpg 400w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2022\/03\/Nadim-Zahawi-inset-800px-147x147.jpg 147w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2022\/03\/Nadim-Zahawi-inset-800px-54x54.jpg 54w\" sizes=\"(max-width: 200px) 100vw, 200px\" \/><figcaption>Zahawi<\/figcaption><\/figure><\/div>\n<!-- \/wp:image -->\n\n<!-- wp:paragraph -->\n<p>However, lots of the policies are not new and have already been announced &ndash; so we&rsquo;ve split our round-up to first set out the new policies, and then the ones we already knew about.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Many of the policies are also slated to be achieved by 2030 &ndash; eight years&rsquo; time &ndash; as the paper &ldquo;marks the start of a journey towards an education system in which all children benefit from the high standards of the best schools and families of schools&rdquo;.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Here&rsquo;s what you need to know&hellip;<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:heading -->\n<h2>The two new &#8216;ambitions&#8217; &hellip;<\/h2>\n<!-- \/wp:heading -->\n\n<!-- wp:paragraph -->\n<p>Government has <a href=\"https:\/\/schoolsweek.co.uk\/levelling-up-white-paper-9-things-schools-need-to-know\/\">already set a target<\/a> in its levelling up paper for <strong>90 per cent of children by 2030 leaving primary school with the expected standard<\/strong> in reading, writing and maths, up from 65 per cent currently.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>The white paper now sets out a new &ldquo;ambition&rdquo; to <strong>increase the national GCSE aver<\/strong>age grade in both English language and in maths from 4.5 in 2019, to 5 by 2030. <\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>There are few more details about the pledge, but <strong>the two ambitions will be the &ldquo;measure of this white paper&rsquo;s success&rdquo;<\/strong>.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p><\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:heading -->\n<h2>The NEW white paper policies&#8230;<\/h2>\n<!-- \/wp:heading -->\n\n<!-- wp:heading {\"level\":3} -->\n<h3>Chapter 1: An excellent teacher for every child<\/h3>\n<!-- \/wp:heading -->\n\n<!-- wp:paragraph -->\n<p>1. <strong>Consultation on a new leadership level NPQ for SENCOs,<\/strong> which would replace the National Award in SEN Coordination as the mandatory qualification for all new SENCOs.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>2. <strong>New scholarship<\/strong> to attract the most talented language graduates and a <strong>new ITT course<\/strong> to support more engineers to teach physics.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>3. A <strong>new digital service<\/strong> will recognise teaching qualifications &ldquo;from all over the world&rdquo;.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p><\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:heading {\"level\":3} -->\n<h3><strong>Chapter 2: Delivering high standards of curriculum, behaviour and attendance<\/strong><\/h3>\n<!-- \/wp:heading -->\n\n<!-- wp:paragraph -->\n<p>4. A <strong>new literacy and numeracy test for a sample of year 9 pupils<\/strong> to &ldquo;estimate performance at a national level. This will &ldquo;consist of a short series of digital activities undertaken by a small number of children in school&rdquo;. More <a href=\"https:\/\/schoolsweek.co.uk\/opportunity-for-all-schools-white-paper-all-the-policies\/\">on that here<\/a>.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>5. <strong>Legislation to &ldquo;modernise&rdquo; rules on recording attendance,<\/strong> with a new &ldquo;national data solution&rdquo; which will provide a blueprint for other parts of the system.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>6. Legislation to <strong>increase Ofsted&rsquo;s powers to inspect schools that are operating illegally<\/strong> without registration. <\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>7. An <strong>expectation that all mainstream schools run a 32.5 hour week<\/strong> by September 2023. Ofsted will check up on schools where it has concerns over education quality and their hours are below the minimum. But this <strong>won&#8217;t apply to special schools<\/strong>. New guidance will be published in the summer<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>8. A <strong>new network of modern foreign language hubs<\/strong> from 2023, and more effective professional development for language teachers.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>9. Updated plans to support sport and music education will be published this year, and a <strong>new cultural education plan <\/strong>will come out in 2023.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>10. A new <strong>careers programme for primary schools<\/strong> in areas of disadvantage and improved professional development for teachers and leaders on careers education.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p><\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:heading {\"level\":3} -->\n<h3><strong>Chapter 3: Target support for every child who needs it<\/strong><\/h3>\n<!-- \/wp:heading -->\n\n<!-- wp:paragraph -->\n<p>11. Ofsted will <strong>hold schools to account for a new &ldquo;parent pledge&rsquo;<\/strong> &ndash; that &ldquo;any child that falls behind&rdquo; in English and maths should receive &ldquo;timely and evidence-based support to enable them to reach their full potential&rdquo;. Government has &ldquo;pledged&rdquo; to make sure leaders communicate this to parents, but, bizarrely, schools are told to do so without &#8220;labelling them as &#8216;behind'&#8221;.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>12. <strong>New guidance on providing catch-up<\/strong> &ldquo;targeted support&rdquo;, keeping parents updated and effective assessment for children who have fallen behind will be published in partnership with Ofsted.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>13. <strong>Tutoring to become a &ldquo;core academic option in the pupil premium menu<\/strong>&rdquo; with a &ldquo;vibrant tutoring market&rdquo; from 2024. Schools will be expected to use their core budgets, including pupil premium, to pay for support.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p><\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:heading {\"level\":3} -->\n<h3>Chapter 4: A stronger and fairer system<\/h3>\n<!-- \/wp:heading -->\n\n<!-- wp:paragraph -->\n<p><strong>On academies &#8230;<\/strong><\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>14. A target for <strong><a href=\"https:\/\/schoolsweek.co.uk\/government-to-set-2030-target-for-all-schools-to-become-academies\/\" target=\"_blank\" rel=\"noreferrer noopener\">all schools to be in strong multi-academy trusts<\/a><\/strong>, or have &ldquo;plans to join or form one&rdquo;, by 2030.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>15. The DfE will &ldquo;<strong>expect&rdquo; most trusts to work towards serving at least 10 schools<\/strong> or 7,500 pupils. <\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>16. The <strong>proportion of schools a trust can run in a particular area will be capped<\/strong>, though <strong>no cap will be imposed on trust size overall.<\/strong><\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>17. A review in May to <strong>consider new intervention powers<\/strong> over academy trusts if they fail to meet new statutory standards for being &ldquo;strong&rdquo; MATs. <\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>18. <strong>Clearer expectations for trusts<\/strong> over providing high-quality, inclusive education, school improvement, financial management, parental engagement and workforce deployment, training and retention.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>19. They also face <strong>new statutory duties<\/strong> to work collaboratively with other trusts, councils and public bodies, and follow the admissions code.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>20. <strong>Top-slicing faces new &ldquo;transparency measures&rdquo;.<\/strong><\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>21. In &ldquo;exceptional circumstances&rdquo;, <strong>good schools may be able to request moving trust<\/strong>.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>22. A three-year <strong>&pound;86 million pot is earmarked for trust capacity funding<\/strong>, with extra &ldquo;financial support&rdquo; for dioceses to launch trust following a pilot.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>23. A new <strong>CEO development scheme<\/strong> will be open to executive heads and senior trust staff.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>24. A consultation, published&nbsp;<a href=\"https:\/\/assets.publishing.service.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/1063581\/Consultation_Document_on_schools_not_making_necessary_improvements.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">today<\/a>, proposes <strong>new powers to force &#8220;coasting&#8221;<\/strong> maintained and academy schools (those with two consecutive Ofsted ratings below &#8220;good&#8221;) to convert or change trusts.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>25. Regional schools commissioners to be <strong>rebranded as regional directors<\/strong>.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>26. The DfE will <strong>&ldquo;consider&rdquo; bids for high-quality standalone trust free schools<\/strong>, but &ldquo;<strong>avoid converting schools as standalone academies&rdquo;.<\/strong><\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>27. A <strong>&pound;40 million fund is promised for 24 &ldquo;priority&rdquo; areas<\/strong> among the 55 disadvantaged &ldquo;education investment areas&rdquo; to address particular needs, such as literacy, numeracy or absence. These areas will also be targeted for establishing new &ldquo;academically focused&rdquo; 16-19 free schools.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>28. Legislation will <strong>protect faith schools&rsquo; &ldquo;statutory freedoms and protections&rdquo; on conversion<\/strong>.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>29. Pledge to <strong>&ldquo;ensure&rdquo; selective schools are &ldquo;secure&rdquo;<\/strong> in MATs.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>30. Government will &#8220;discuss with sector&#8221; plans for <strong>all trusts to have &#8220;local governance arrangements for the<\/strong>ir schools&#8221;.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p><strong>On councils &#8230;<\/strong><\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>31. <strong>Councils will get &ldquo;backstop powers&rdquo; to force trusts to admit children<\/strong>, and to object to schools&rsquo; published admissions numbers. They will take responsibility for in-year admissions, while admissions faces a &ldquo;new statutory framework&rdquo; to put children&rsquo;s needs first and reform over-subscription rules.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>32. <strong>Councils <a href=\"https:\/\/schoolsweek.co.uk\/dfe-considers-council-run-mats-to-achieve-academy-ambition\/\" target=\"_blank\" rel=\"noreferrer noopener\">will be able to launch MATs<\/a><\/strong> as expected, but the focus will be &ldquo;where too few strong trusts exist&rdquo;. The minister will have powers to <strong>mass convert all a council&rsquo;s schools at their request<\/strong>.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>33. A new system of proactive assurance with Local Safeguarding Partnerships commissioning <strong>safeguarding audits every three years<\/strong>. This will &#8220;help ensure that all schools&rsquo; policies are consistent with local safeguarding arrangements and the academy trust standards&#8221;.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:heading -->\n<h2>The policies we already knew about&#8230;<\/h2>\n<!-- \/wp:heading -->\n\n<!-- wp:heading {\"level\":3} -->\n<h3><strong>Chapter 1<\/strong>: <strong>An excellent teacher for every child<\/strong><\/h3>\n<!-- \/wp:heading -->\n\n<!-- wp:paragraph -->\n<p>This includes a host of already-announced policies. They include <strong><a href=\"https:\/\/www.gov.uk\/government\/news\/over-300-million-to-attract-and-develop-world-class-teachers-and-leaders\" target=\"_blank\" rel=\"noreferrer noopener\">500,000 teacher training and development opportunities<\/a><\/strong> by 2024, establishing a flagship <strong><a href=\"https:\/\/schoolsweek.co.uk\/dfe-challenged-over-plan-to-award-top-trusts-121m-flagship-iot\/\" target=\"_blank\" rel=\"noreferrer noopener\">Institute of Teaching<\/a><\/strong>, and teacher trainers <a href=\"https:\/\/schoolsweek.co.uk\/itt-market-review-what-you-need-to-know-about-new-reforms\/\" target=\"_blank\" rel=\"noreferrer noopener\">being reaccredited<\/a>.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Old policies with money attached include the pledge to <a href=\"https:\/\/schoolsweek.co.uk\/the-road-to-30k-dfe-proposes-16-starting-salary-hike-by-2023\/\" target=\"_blank\" rel=\"noreferrer noopener\">raise <strong>teacher starting salaries to &pound;30k<\/strong> by 2023<\/a> and the <strong><a href=\"https:\/\/schoolsweek.co.uk\/3k-levelling-up-premium-announced-to-send-best-teachers-to-in-need-areas\/\" target=\"_blank\" rel=\"noreferrer noopener\">&pound;3k retention payments<\/a><\/strong> for maths and science teachers in disadvantaged areas.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>There is also a <strong>new relocation premium<\/strong> to help teachers from around the world with visas and other expenses and bursaries for international trainees, which <a href=\"https:\/\/schoolsweek.co.uk\/nadhim-zahawi-ascl-speech-conference-ukraine-ntp-academies\/\">Zahawi announced earlier this month<\/a>.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Ofsted will also <strong>inspect all ITT providers by July 2024<\/strong>, and then every three years after that.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:heading {\"level\":3} -->\n<h3><strong>Chapter 2: Delivering high standards of curriculum, behaviour and attendance<\/strong><\/h3>\n<!-- \/wp:heading -->\n\n<!-- wp:paragraph -->\n<p>Turn <a href=\"https:\/\/schoolsweek.co.uk\/oak-to-move-into-public-hands-with-no-privatisation-condition\/\">Oak National Academy into a<\/a> <strong>new arms-length curriculum body<\/strong>, offering free, adaptable digital curriculum resources and video lessons, free for all teachers.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>It commits to <strong>no changes to the national curriculum <\/strong>&ldquo;for the remainder of the Parliament&rdquo;, and GCSEs and A-levels to remain in place, returning to pre-pandemic grading in 2023.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>There&#8217;s also the <a href=\"http:\/\/\">new behaviour guidance<\/a>, and legislation for <strong><a href=\"https:\/\/schoolsweek.co.uk\/plans-for-register-of-home-educated-children-hangs-on-extra-funding\/\" target=\"_blank\" rel=\"noreferrer noopener\">a register for children not in school<\/a><\/strong>.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:heading {\"level\":3} -->\n<h3><strong>Chapter 3: Target support for every child who needs it<\/strong><\/h3>\n<!-- \/wp:heading -->\n\n<!-- wp:paragraph -->\n<p>The Education Endowment Foundation <a href=\"https:\/\/schoolsweek.co.uk\/nadhim-zahawi-ascl-speech-conference-ukraine-ntp-academies\/\" target=\"_blank\" rel=\"noreferrer noopener\">will be funded with at least &pound;100 million<\/a> so it can &ldquo;continue its crucial work to build the evidence base&rdquo; for &ldquo;at least the next decade&rdquo;. <\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>&pound;55 million for the Accelerator Fund to &ldquo;develop and scale-up the best-evidence literacy and numeracy interventions&rdquo;. This was <a href=\"https:\/\/schoolsweek.co.uk\/22m-from-recovery-premium-to-accelerate-numeracy-and-literacy-progress\/?msclkid=60e46bb7ae6c11ec95e13b8f89470201\">announced last year<\/a>.<\/p>\n<!--
